International collaboration in science, technology and innovation is imperative to address the most pressing global challenges of our time. Issues such as climate change, food security, access to freshwater sources and energy security can not be addressed by a single country. The solutions to these complex problems require a coordinated international effort and commitment of individuals, institutions and organizations from all countries. These issues challenge the scientific and technical capabilities of the countries to solve by themselves. They must be worked globally.
CONICYT, from the perspective of what has been called "The Shortcut" displays its vision and strategy for Chile to reach quickly and efficiently, based on its resources, reasonable standards for C&T that allow them to face the future challenges of economic growth and development. "THE SHORTCUT" contemplates 4 cornerstones for the period 2012-2014: Sustainability, Competitiveness, Globalization and Enchantment.
As part of the axis "Globalization", International cooperation is essential for the development of joint efforts in the generation and transmission of knowledge, advanced human capital formation and create networks that allow us to be informed, participation and access to cutting-edge research being done in the leading countries in science and technology. For this, CONICYT, among other actions, promotes and supports the integration of the national scientific community with their peers abroad under various forms of collaboration, having as purposes scientific excellence, mutual benefit and common interests,
Among these forms of collaboration, special relevance to support the building and strengthening of international networks, which allow the national scientific community access to knowledge frontier, the promotion of advanced human capital formation and innovation, fortaleciendo así las capacidades nacionales en áreas prioritarias para la ciencia nacional.
Es de interés para nuestro país impulsar la colaboración en redes con países de América Latina para facilitar el desarrollo de proyectos de interés regional, el aprovechamiento e intercambio de capacidades en todos los ámbitos relacionados con el desarrollo científico, technological and innovation, without neglecting the special relationship that for historical reasons, for the quality of scientific and technological supply and by strong links, Chile, maintained with many European countries. It is especially meant close collaboration in STI that Chile has with France.

Units and laboratories of research, public or private, linked to higher education institutions, research organizations on business.
Each project must involve at least one French research group and at least two research groups belonging to two South American countries participating.
