Specifically, the notice seeks to attract, insert and retain and expand Advanced Human Capital financial and material resources for research and development in the region. To achieve this goal the project will:

  • Harnessing research topics relevant to the development of each of the regions in which they reside research institutions.
  • To stimulate the development of disciplines region or specific areas in order that within a reasonable period regarding becoming regional and / or national subject area of ​​competence.
  • Promote the various universities (the public private), technological institutes and research centers (public or private) involved in the project, can initiate joint activities to levels of excellence, in the medium term, and

a) Legal persons nonprofit. Among the institutions entitled to participate include: universities (the public private), technological institutes and research centers (public or private);
b) Having a legal existence, at least, five years at the time of application;
c) Aim (expressly stated in its statutes) conduct research and development activities and
d) Demonstrate conclusively that such activities have developed, at least, during the last five years, demonstrable activities in the region in which posits.
